Howe Township Draft Act 537 Plan The purpose of the Act 537 Plan is to address the wastewater disposal needs of Howe Township based on existing and future growth within the Township and the operation and maintenance of existing on-lot disposal systems (OLDS) within the Township. An evaluation of existing on-lot disposal systems throughout the Township indicated that there is a need for improved wastewater disposal in the Juniata Parkway Study Area and the S.R. 34 Planned Growth Area of the Township. Structural alternatives for providing improved sewage facilities for the Juniata Parkway Study Area, S.R. 34 Planned Growth Area, and the Rural Focus Area were evaluated on the basis of environmental soundness, cost-effectiveness, and structural feasibility. The selected alternatives for the Plan are as follows: (1) Adoption of an Ordinance governing the management of on-lot sewage disposal facilities within the Township; (2) Construction of public sanitary sewer facilities to serve the Juniata Parkway Study Area and the S.R. 34 Planned Growth Area for an estimated total project cost of $8,296,400 over a period of 8-10 years contingent upon receipt of favorable funding in the form of grant money and execution of a favorable inter-municipal agreement and developer agreements for cost sharing; (3) Adoption of an Ordinance requiring mandatory connection of commercial and residential structures in the Township to public sewer if and when public sewer facilities become available.Any questions you have on this document should be directed to Josh Fox by email at jfox@hrg-inc.com or by phone at (717) 564-1121. |
